As a member of the Head Office International Finance team, the Roving Finance Adviser will contribute to the Country Programmes so that adequate financial management is sustained and improved. The Roving Finance Advisor will provide financial management and administrative guidance and support to Country Offices located in Africa, Asia and the Middle East. The role holder will be assigned to Country Offices based on a Terms of Reference (ToR) agreed with the Country Director based on specific needs such as to help bridge staff resourcing gaps. Stationed at the Head Office or in one of the Countries where FCA has presence, the position entails frequent travel (envisaged 50-70% of time) to FCA offices and areas where projects are being implemented.

Main duties and responsibilities:

  • Reinforce financial management capacity in offices through visits, capacity building and on-the-job training
  • Support and provide guidance to offices when significant workload or additional technical expertise is expected (donor reporting, proposals, internal or external audits, year-end procedures, logistics)
  • Cover as interim (gap-filling) in senior finance positions
  • Perform compliance and internal control spot checks across the programs, projects and offices
  • Assist in developing and documenting financial management guidelines and procedures
  • Support country offices in designing and setting up internal controls necessary for effective programme implementation.

Competence and Personal Requirements.

  • Minimum, Advanced degree in Finance or Accounting, and/or relevant accounting certification
  • Minimum 7 years of related professional experience with an international organization
  • Prior experience in senior field-based positions with demonstrable ability to adapt quickly to complex and volatile working environments achieving results with multiple priorities and deadlines
  • Demonstrated recent experience with large international donors related to proposals, grant management, reporting and compliance issues
  • Strong organizational skills, attention to detail and ability to work both independently and collaboratively with colleagues across the organization.
  • Expertise with MS Office applications (Word, Excel, Access, Outlook, PowerPoint) and QuickBooks accounting software. Advanced Excel skills preferable
  • Familiar or previous experience with QuickBooks and other financial management softwares
  • Proficiency in written and oral English, French is an asset

The fixed-term contract for this position will be made until 31.12.2019 with four months’ probation period, starting as soon as possible.
