Political Parties of Finland for Democracy – Demo Finland is a cooperative organisation of Finnish parliamentary parties that supports democracy by carrying out and facilitating cooperative programmes between Finnish parties and parties in new and developing democracy. We are searching for a team of evaluators or an evaluator to conduct an evaluation on Demo Finland’s programme “Empowering Women for Effective Participation in Politics” in Zambia (2018-2021), funded by the Ministry for Foreign Affairs of Finland, implemented in cooperation with Zambia National Women’s Lobby.

The evaluation takes place at the end of the 4-year programme. This Final Evaluation now serves to look back at programme implementation results for both accountability and learning purposes:

  • to analyse to what extent have the expected long-term and intermediate outcomes been achieved and how relevant are the achieved outcomes in advancing women’s political participation in Zambia;
  • to extract lessons learnt on what have been most effective methods in advancing women’s political participation in the Zambian context;
  • to give recommendations for any interventions to complete the results and to support the sustainability of the programme results.

The evaluation is to be conducted between June and September 2021. Due to restrictions resulting from COVID-19 policies in Zambia and other countries, evaluator(s) need to be able to rely on remote data collection and online interviewing/ data collection methods and use of Zambia-based team member(s) to collect data in Zambia.

The evaluator/team should have following skills and areas of expertise:

  • Extensive experience in process and performance evaluations of democracy assistance/development programmes, especially with focus on gender equality and women’s participation in decision-making;
  • Proven experience of applying qualitative methodologies, preferably also understanding of Outcome Harvesting;
  • Knowledge on democratisation processes in developing countries, preferably from Zambia or other Sub-Saharan countries;
  • Knowledge on institutional development and capacity development issues in general;
  • Experience on evaluating programmes funded by the MFA;
  • Experience in using remote data collection methods and online meeting and workshop facilitation applications (e.g., Zoom, Teams, Mural or equivalent);
  • Excellent report writing skills, including of thematic case-studies;
  • The evaluator team should have Excellent English language skills, and Finnish language skills are an asset.

A team with an international expert and an expert from Zambia would be desirable.
