Finnish Red Cross is looking for an Evaluator for Finnish Red Cross Support to the Commercial First Aid Business Initiation in Mongolia. The evaluation will we conducted in three weeks during November 2018. The overall objective of this learning-oriented review is to assess the profitability and suitability of the CFA (Commercial First Aid) business initiation in Mongolia.

The Finnish Red Cross (FRC) development co-operation aims at improving the resilience of the vulnerable communities by building safer and healthier communities. FRC’s development cooperation aims to be effective, sustainable and cost-effective and to strengthen the partner National Societies’ own capacities. FRC support includes efforts to improve the partners’ organisational capacities and sustainability both at local and national level, based on their own development plans.

The support covers organisational functions such as branch development, financial management, resource development, volunteer management and communications. Commercial First Aid (CFA) has been a function that the FRC has supported on bilateral basis in a number of countries where CFA has been included in the partners’ priority areas. The FRC has supported IFRC operations and programmes in Mongolia since 1999. The bilateral partnership started in 2010 when the Mongolian RCS launched its Community Based Health and First Aid (CBHFA) programme with a rural CBHFA project implemented in seven provinces in 2010 – 2015.

The CFA initiative and its evaluation

In 2013-2015 support was directed to the MRCS CFA initiative. The support ranged from market analysis, trainings and purchasing of equipment to both financial and technical support.

FRC is committed to evaluate the CFA initiative to see if and how it has contributed to the MRCS resources. The overall objective of this learning-oriented review is to assess the profitability and suitability of the CFA business initiation in Mongolia.

The main review methods consist of collection and analysis of financial data, interviews with the relevant staff in the MRCS and the FRC at the HQ and in the field. The existing literature, document review, research and evaluation reports are used to get a broader view to effective resource mobilization. The FRC First Aid Training Company may be used as a reference in the review. The proposed timing for the review is November 2018.

An inception report for the review is produced by the evaluator. The review will result in a written report, describing the methods and limitations, findings, conclusions, lessons learned, and recommendations. The report will be divided in two parts; the first part related to learning from Mongolia and the second part recommendations for the future. Based on the analysis recommendations should cover also proposing and designing essential elements for a successful CFA business initiative - such as requirements from the Host National Society (HNS) and recommendations for guiding on how to support the HNS in a more sustainable way on implementing CFA as resource mobilization/source of income.

The evaluator is to pay specific attention to ensure adaptation of the recommendations and at minimum following should be organized (1) a wrap-up session in Mongolia prior to leaving the country, (2) a learning session at FRC HQ.

The evaluator is expected to have

  • Experience with different modalities of resource mobilisation support to civil society organisations.
  • Excellent knowledge of cost accounting.
  • Proven experience in conducting assessments.
  • Knowledge of the Red Cross and Red Crescent Movement.

The evaluator must have a university degree in business and administration or equivalent, good knowledge of written and spoken English as well as good interpersonal and communication skills.
