In order to support Country Offices in South Sudan and CAR and potentially other countries, FCA is seeking to recruit a Desk Officer to provide coordination, support to programs and quality support. Stationed in Helsinki, the position entails some travel to above mentioned FCA offices and areas where projects are being implemented.

Desk Officer is part of the HO International Program Department (IPRO) and reports to the Director of International Cooperation.


Main duties and responsibilities:

  • Provide and ensure coordinated HQ support for and quality control of FCA’s program in South Sudan, CAR and potentially to some other country(s)
  • Advise and support in the development of and coordinate at HQ the review of program and project-related processes and documents
  • Follow-up of procedural compliance of the FCA programs
  • In close cooperation with the Humanitarian Unit, support humanitarian aid programs in the countries mentioned above.
  • Together with the Global Grants team, provide input and support to FCA programs in the preparation of donor proposals and reports
  • Represent FCA in coordination meetings, general public events and donor meetings related to those countries.
  • Support advocacy activities in Helsinki related to those countries and take related advocacy measures
  • Support communication between countries and Head Office and actively support the external communication of the countries in Finland
  • Assist the country level management in the recruitment, introduction and debriefing processes for expatriate personnel for the assigned countries
  • Participate to the development of FCA's program/project management tools, guidelines and practices and themes

Competence and Personal Requirements:

  • Master's Degree in social sciences or equivalent or relevant working experience
  • Excellent program and project management skills
  • Experience of developing PMER tools on project and program level
  • Good knowledge of the regional context
  • Understanding of requirements for operational work in fragile contexts
  • Good knowledge of approaches and methodology to development cooperation, humanitarian aid and advocacy 
  • Knowledge of FCA's strategic themes 
  • Analytical skills, writing and editing skills
  • Up-to-date skills on IT tools
  • Language skills: excellent Finnish, English and French (Fluent French is required)
  • Ability to work independently and commit oneself to deadlines

A fixed-term contract for this position will be until 31.7.2019 with four months’ probation period, starting as soon as possible. The compensation is based on FCA Compensation System and depends on prior work experience. For more information please contact marja.jorgensen (at) kua.fi
