Finnish Red Cross is looking for two evaluators for Community Resilience Programme in Nepal. The evaluation is expected to take place between May-June 2019, with the field trip taking place in May. The final report must be submitted to Finnish Red Cross by no later than 31.06.2019.

Nepal Red Cross Society (NRCS), with support of the Finnish Red Cross (FRC), has been implementing Community Resilience Project (CRP) from 2015 until the end of 2018 in 5 districts in Nepal: Taplejung, Ilam, Sindhuli, Sarlahi and Rautahat. The programme is part of FRC development cooperation framework programme funded by the Ministry for Foreign Affairs of Finland. The programme follows the NRCS’ Policy of Community Development and Resilience Programme. Aligned with the policy, the scope of CRP implementation has been in: Disaster Risk Reduction (DRR), Water, Sanitation and Hygiene (WASH), Maternal and Child Health, Diarrhoea, water borne and non-communicable diseases, Social Discrimination and Domestic Violence and livelihood promotion, Capacity Building of local community-based organizations and Red Cross District and Sub Chapters.

The general purposeof the final evaluation is to: Assess the relevance, effectiveness, efficiency, impact and sustainability of the project to date and to Reveal reasons for achievement/non-achievements of project results

The specific objective to be addressed in this evaluation is to: Identify lessons learned and best practices of the resilience approach, and to develop recommendations based on them for future formulation of community resilience development programmes for FRC and NRCS.

The Evaluation Team will be composed of two external consultants of whom one is specialised in health. The Team shall name a Team Leader responsible for the quality of the evaluation report. The Team Leader must have proficient English language skills.

The applicants are requested to submit a maximum 2-page evaluation offer with updated CVs and possible evaluation references annexed; and a price offer to recruitment@redcross.fiby 02.05.2019 at 23.59 pm (Eastern European Time, UTC +3) latest. The annexes will not be considered in the evaluation offer length.  The message shall be marked with the reference "Evaluation offer/Nepal". Offers submitted after the deadline will not be considered.

The tenderers may request clarifications or additional information by e-mailing their questions to recruitment@redcross.fi. Subject of the e-mail must have the reference “Query Evaluation/Nepal”. Please submit your written questions by no later than 24 April 2019. The queries will be answered by e-mail to all tenderers by end of day 26 April 2019.
