Job title: Program Advisor (Myanmar) 

Job location: Working from home country

Supervisor: Country Director or as advised

Other reporting responsibilities and internal cooperation parties: Finance and Administration Manager, Program Coordinator (s), Global Grants Adviser, Thematic Advisors

Primary purpose of the position: Overall the Programme Advisor is responsible to deliver high level support to FCA Myanmar by:

  • Providing business development support 
  • Mentoring and supporting national staff in donor liaison
  • Further developing with FCA Myanmar staff and local partner strategic vision and models to enhance joint partnerships

Main tasks

Business Development

  • Lead the design and submission of high-quality donor proposals that align with FCA's growth ambitions in Myanmar, as required by the Senior Management Team (SMT). 
  • Support the Country Director in identifying new programme areas while ensuring consistency with FCA’s priorities.
  • Provide input into logframe development and ensure overall coherence of submissions, as required by the SMT. 
  • Lead the development and update of MYACO's fundraising plan and approach, in coordination with the Country Director (CD) and SMT. 
  • Support the Finance and Administration Manager in developing quality budgets that contribute to sufficient cost recovery. 
  • Provide overall guidance and ensure FCA's internal compliance in proposal development (Grants Process). 
  • Represent FCA MYACO in relevant donor meetings, with a focus on both donor acquisition and retention, in support of the CD.

Mentoring of National Staff 

  • Organize opportunities for program learning and reflection, with a focus on strategic donor liaison, to identify best practices, capture lessons learned, and achieve positive and sustainable outcome-level results. Provide relevant training to program staff. 
  • Support SMT members in engaging in strategic advocacy and policy dialogue with government counterparts, donors, UN agencies, and international, national, and local NGOs where appropriate. 
  • Support MYACO programme staff members in using AI based technology for design, implementation, monitoring and evaluation of projects
  • Jointly with the Country Director and Program Managers, support partnerships, including partner assessments/risk analyses, capacity building planning, and partnership reviews.
  • Strategic Partnership Vision 
  • Ensure high-quality, accessible information about the program and projects is available for internal and external audiences, including current and prospective donors, partners, and other key stakeholders. 
  • Ensure that FCA is represented and visible in the humanitarian and development aid community supporting Myanmar, among key stakeholders, and within coordination fora and working groups.
  • Identify new high quality donors to resource country strategy for longer term periods.

Other

  • Contribute to the development and implementation of the Myanmar Country Strategy and multi-annual and annual plans, in line with the FCA Global Programme, global thematic strategies, and other relevant guidelines.
  • Ensure projects meet standards of quality and accountability, in terms of design, implementation, and monitoring and evaluation, throughout the project cycle. 
  • Ensure that systems, policies, procedures and people are in place to ensure the proper management and implementation of those projects and programs.
  • Review and contribute to the development and submission of timely, quality internal and donor reports, as requested by Program Managers. Support the Country Director and the Finance and Administration Manager (FAM) in the Country Office's reporting to FCA Head Office, as requested. 
  • Attend and contribute to regular program meetings. 
  • Upon request, represent the Myanmar Country Office in meetings and workshops with other FCA country offices and the FCA Head Office. 
  • Demonstrate an understanding of gender equality and women's empowerment, and a commitment to FCA's approach and values, including ethnic diversity and cultural sensitivity. 
  • Uphold and promote FCA's Code of Conduct and Child Safeguarding Policy. 
  • Promote a safe and secure work environment, foster a culture of safety and security awareness, and consistently follow all FCA Myanmar's safety and security policies, procedures, and directives. 
  • Assist the FAM in allocating costs strategically in line with FCA and donor rules and regulations
  • Support senior program staff in ensuring strong FCA representation in sector working groups. 
  • Perform any other tasks as required by the Country Director or Management Team at the FCA Head Office.

Competence, experience, skills, knowledge needed

  • Relevant degree
  • Minimum of 3 years or more previous overseas management experience in humanitarian assistance/development programmes; experience working in Myanmar is preferred
  • Experience of liaising with donors, contractors, suppliers and government officials.
  • Strong writing skills and ability to write quality donor proposals and reports.
  • Flexibility to adapt to changing requirements.
  • A willingness to accept adverse working conditions and working from home.
  • A willingness to explore artificial intelligence tools and their usefulness for programmatic work
  • Ability to deal with working hours in a flexible manner
  • Fluent English and knowledge of Myanmar is an asset.
  • Good team player, capable of working with a multinational country team.
