Finn Church Aid Planning, Monitoring and Evaluation work is coordinated within International Programme/Programme Development Unit (PDU) in Helsinki, Finland. 

PDU is responsible for Finn Church Aid programmatic support to the Country and Regional Offices, as well as support for planning, monitoring and evaluation and for international voluntary work. The PME coordinator works in collaboration with Finn Church Aid Country/Regional Offices as well as all FCA Head Office staff. 

The PME coordinator will report to the Head of Programme Development. 

Duties and responsibilities: 

  • Lead the development and updating of Country Programme and project level planning, monitoring and evaluation (and reporting) tools, guidelines and process descriptions in development co-operation, advocacy work and humanitarian aid in interaction with HO departments/units and the Country/Regional Offices

  • Support to and capacity building of the COs and HO in applying the appropriate FCA Country Programme and project level PME tools and guidelines, focus on e-learning

  • Responsible for aggregation of FCA’s Global Programme Annual Report indicator data and support to the COs and HO in collecting, analyzing and aggregating Country Programme level data 

  • Ensure that emerging learnings and best practices are taken into account in the development of the PME guidelines, tools and processes. 

  • Advise to the development of the new programme management system with regards to both project and Country Programme levels, supporting the launch and implementation of the system

  • Participation in the Annual Planning and Budgeting Guidance preparation with regards to project and country programme level

Competence and Personal Requirements:

  • Master’s degree or equivalent experience

  • Solution-seeking and problem solving capacity

  • Ability to innovate

  • Ability to work in a multicultural environment

  • Ability to travel 

  • Field experience and knowledge of the international context incl. fragile contexts

  • Knowledge of development, humanitarian and advocacy co-operation and its methods particularly PME

  • Knowledge of RBA

  • Good ability to analyse information and process it for programme purposes, incl. ability to use digital tools for analysis

  • Ability to master complex entities

  • Ability to make decisions with regards to processes

  • Good communication skills

  • Excellent abilities in Finnish and English, French an asset

This is a permanent position with four months’ probation period, starting as soon as possible. The compensation is based on FCA Compensation System and depends on prior work experience.
