Final Evaluation of the project EU Aid Volunteers supporting resilience of vulnerable communities and capacity building within the Red Cross Red Crescent Movement

Background

The project consortium of the EU Aid Volunteers supporting resilience of vulnerable communities and capacity building within the Red Cross Red Crescent Movement (VinReCa) deployed 32 EU Aid Volunteers to missions in nine countries during the period from May 2019 to June 2020.

The objective was to contribute through EU Aid Volunteer deployments to the activities of the hosting organizations that aimed at strengthening disaster risk reduction and resilience of vulnerable communities, and to support through EU Aid Volunteers deployments the organizational, technical and operational capacity of the hosting organizations to prepare and respond to humanitarian crises more effectively. Furthermore, the objective was to organize capacity building activities with the help of EU Aid Volunteers, that target local Red Cross Red Crescent structures, staff members, volunteers and vulnerable communities.

Purpose and objectives

The purpose of this evaluation is to provide lessons learnt and recommendations for longer-term planning and organizational learning by assessing and analyzing the relevance, coherence, effectiveness, efficiency, potential impact and sustainability of the project EU Aid Volunteers supporting resilience of vulnerable communities and capacity building within the Red Cross Red Crescent Movement.

The specific areas and the most essential and important issue(s) to be examined in the evaluation are in reflection to the three specific objectives of the project:

  • To contribute through EU Aid Volunteer deployments to the activities of the hosting organizations that aim at strengthening disaster risk reduction and resilience of vulnerable communities (SO1);
  • To support through EU Aid Volunteer deployments the organizational, technical and operational capacity of the hosting organizations to prepare and respond to humanitarian crises more effectively (SO2);
  • To organize capacity building activities with the help of EU Aid Volunteers that target local Red Cross Red Crescent structures, staff members, volunteers and vulnerable communities (SO3).

Evaluations uphold FRC commitment to organizational learning and the results will be used while programming new EUAV and other similar initiatives in the future.

The Evaluation Consultant shall have:

  • University degree/s at the post-graduate level in relevant field of study (e.g. social sciences, disaster management, management or other specific area of expertise within the scope of this evaluation).
  • Working experience in developing co-operation.
  • Proven experience in evaluating development co-operation programmes or projects, incl. analyzing development impacts.
  • Fluent knowledge of written and spoken English is a must.
  • Experience and competencies in disaster risk management and in human resources preferred.
  • Knowledge of the Red Cross and Red Crescent Movement preferred.

The applicants are requested to indicate in their tender the daily consultancy fee for the total length of mission (maximum up to 20 days), and to submit their tender and cover letter with updated CV by the 5th of August 2020 to recruitment@redcross.fi.
