SOS Childrens Village’s The Gambia Trust is a non-governmental social development organisation that has been active in the field of children's rights and committed to children's need and concerns since 1982.

Focussing its work on children without parental care and children in families in difficult circumstances, the organisation has a wide range of programmes, which include Children's Villages, Youth Facilities, Family Strengthening Programmes, Kindergartens, Schools, a Mother and Child Clinic, Vocational Training Centres and a Child’s Rights Instrument, Agent for Sustainable Change.

Together with SOS Children’s Villages Finland, SOS Children’s Villages The Gambia has completed a Family Strengthening Programme located in Soma funded by the Finnish Ministry of Foreign Affairs and SOS Children’s Villages, Finland. An Evaluator is required to evaluate the programme based on the Project logical framework. The Evaluator should go strictly by the stipulated Terms of Reference.

Objective:
The evaluator will assess the success of the Family Strengthening Programme in response to the following questions:

  • Have the activities been executed according to the programme plans?
  • Were the expected output and outcome results achieved?
  • What are the most important lessons learnt resulting from this programme?

Research and analysis will include data on efficiency, effectiveness, relevance, sustainability, partnerships, and management.

Time Line:
This evaluation is proposed to take place approximately 20 days, between August and September 2018, and should be completed by 7th September 2018.

Expected Results (please see ToR for details):

  • Desk study of relevant documents and reports.
  • Field Study in Family Strengthening Programme Soma location, including qualitative and quantitative data collection.
  • Presentation of draft report with stakeholders (SOS Children’s Villages Finland and SOS Children’s Villages The Gambia) for review and feedback.
  • Final Report (30 pages Maximum, excluding annexes).

Evaluator Profile:
1. Significant experience in programme evaluations for development programmes related to children’s rights, economic empowerment and community development.
2. Good knowledge of the laws and regulations on the protection of the rights of the child in The Gambia.
3. Master's degree or equivalent experience in a relevant field for assessment (child protection, project management, economic strengthening, etc.).
4. At least 5 years of experience in evaluation of development programs and policies.
5. Experience in the development, conduct, coordination, monitoring and evaluation of programs
6. Excellent communication skills.
7. Ability to write clear and concise reports (examples of previous reports may be requested).
8. Ability to manage time and resources and to work on time.
9. Experience in The Gambia with emphasis on rural context.
10. Fluent in English, mastery of local languages would be an asset.

Contract Details:
The contract price will be fixed based on the financial offer and contract negotiations, regardless of changes in your cost components. The consultant is responsible for all costs (e.g. travel, bank transfer, accommodation, flights, interpretation, material supplies, etc.). Upon request and approval by the National Office, SOS The Gambia will provide a vehicle and office space for use during the field study.

Payment will be 25% at signing of the contract, 25% after submission of the draft and presentation of findings, and 50% after submission and approval of the final report.
