The Finnish Red Cross is searching for a Country Delegate to Nepal.

The Finnish Red Cross (FRC) is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers and staff operating in 192 countries. Our mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. To achieve this, we follow the seven humanitarian principles; Humanity, Impartiality, Neutrality, Independence, Voluntary service, Unity and Universality.

The main purpose of the Country Delegate position is to ensure the quality of FRC-supported programmes and operations in Nepal, and in general ensure that the partnership with the Nepal Red Cross Society (NRCS) is  relevant, adaptive and inclusive.

The position of Country Delegate is for 12 Months, with a possibility to extend.  The delegate will be located in Kathmandu, Nepal with frequent travels across the country. Starting date for the contract  is 1 September 2021. Initially, the mission might start remotely if required due to the situation in the country.

The future longer-term development cooperation between the FRC and NRCS will focus on strengthening climate resilience of vulnerable communities in an inclusive manner, and enhancing NRCS’ preparedness for effective disaster response, including consolidating capacities in anticipatory humanitarian action (early warning/early action). All FRC-supported cooperation in Nepal will have a clear commitment to protection, gender and inclusion (PGI) and community engagement and accountability (CEA), with a particular focus on disability inclusion. The FRC will continue to support NRCS in disaster management operations and in organizational development/sustainability.

Main responsibilities

  • Represent the Finnish Red Cross in Nepal
  • Provide technical and managerial support to the implementation of all FRC-funded resilience/developmental projects in Nepal and contribute to the development of future initiatives and partnerships.
  • In disaster situations, facilitate FRC’s support to NRCS
  • Ensure that the FRC supported projects and initiatives are in line with NRCS’s strategies and contribute to NRCS’ national society development
  • Together with the NRCS, continuously work towards improving the implementation quality, monitoring, evaluation and reporting, and strive for maximum level of sustainability of the actions.
  • Together with NRCS, continuously work towards strengthened inclusion of Protection, Gender and Inclusion, and particularly Disability Inclusion
  • Together with the FRC Regional Finance Delegate, contribute to the sound financial management of all FRC cooperation in Nepal
  • Contribute to the development and implementation of FRC regional strategy for Asia Pacific.

We are looking for a candidate with the following target profile:

1. Education

University Degree in Social/Political Science, Social Services, Development Studies or other relevant fields

2. Experience

  • Minimum 3 years of professional experience of working in the fields of protection, gender and inclusion, social services AND/OR disaster risk reduction, climate resilience, and development cooperation.
  • Proven experience in project cycle management cycle, reporting and financial management. Extensive project management experience.
  • Experience developing and implementing EU/ECHO actions is an advantage.
  • Minimum 3 years of experience in working in developing country context
  • Previous working experience with the Red Cross/Red Crescent is an advantage

3. Skills and competencies

  • Proven skills in project management, programme development and implementation
  • Good knowledge of finance and risk management
  • Excellent inter-personal and communication skills
  • Pressure resistance, ability to work in complex environment
  • Good networking skills
  • Self-motivated, with good judgement and initiative skills
  • Flexible, able to adapt to changing working conditions

4. Language skills

Fluent written and spoken English
