Consultants for Final Evaluation, Emergency Hospital Operation, Bangladesh

Finnish Red Cross (FRC) is looking for 2–3 consultants for the final evaluation of Emergency Hospital Operation in Cox’s Bazar, Bangladesh. The evaluation is expected to take place between June-August 2019, with the field trip taking place in June/early July. The final report must be submitted to FRC no later than 31 August 2019.

In late August 2017 violence broke out in Rakhine state in northern Myanmar. Consequently, hundreds of thousands of people fled across the border into southern Bangladesh. Bangladesh Red Crescent Society (BDRCS) scaled up its operation, with the support of the International Federation of Red Cross and Red Crescent Societies (IFRC), from September onwards. As part of the multilateral IFRC Emergency Appeal operation, an Emergency Hospital was requested and deployed; first under the lead of Norwegian Red Cross, with FRC taking over from mid-February until the end of 2018. By the end of 2018, the hospital treated more than 50,000 patients and largely remained the only hospital in the area with 24/7 surgical care, including management of complicated deliveries – thereby clearly filling a critical gap. On 1st January 2019 the hospital was officially handed over to the BDRCS.

The purpose of the final evaluation is to assess and analyze the relevance, effectiveness, efficiency, potential impact and sustainability of the Hospital project since the beginning of the operation in October 2017, up to the handover to BDRCS. The evaluation will also identify significant factors that have facilitated or impeded the implementation of the hospital project and the achievements of its intended objectives and results.

The evaluation team will be composed of 2-3 consultants of which at least one is specialized in health and with previous experience in basic health care clinic / hospital operations. The team should name a Team Leader who is responsible for the quality of the evaluation work.
