Finn Church Aid (FCA) is Finland’s largest organisation for development cooperation and second largest provider of humanitarian assistance. FCA is a founding member of the international aid alliance of churches, ACT Alliance. We seek positive change by supporting the most vulnerable people in fragile contexts. We specialize in supporting local communities’ right to peace, livelihoods and quality education.

FCA has been working in Cambodia since the end of the 1970’s providing humanitarian aid and supporting the development of livelihoods, quality education opportunities and youth participation for the poorest people. Currently the main donors for FCA’s Cambodia programme are the Government of Finland and private donors.

FCA is now recruiting a committed and dynamic Administrative Officer interested in working for Cambodia Country Office in Phnom Penh to be a part of our multi-cultural team and to further develop FCA’s work in administration unit.

Main duties and responsibilities:

  • Manage logistics tasks (procurement, stock, transport) at FCA office ensuring compliance to FCA procedures.
  • Manage /update asset list
  • Check office stationery regularly, order stock items and make sure all items are available for use
  • Arrange hotel bookings, transportation and flights for FCA staff, Volunteers and visitors
  • Apply visa entry/extension for expatriate staff
  • Responsible for management of local consultant/supplier contracts
  • Responsible for filling of project contracts.
  • Maintain HR files for staff (including local employment contracts, checking and filing of time sheets)
  • Maintain workbooks for local staff
  • Check travel claims, working advance clearances and other reimbursements
  • Update the documentation on the use of staff benefits and ensure that relevant policies are followed
  • Prepare NSSF for local staff and send to NSSF for the payment
  • Responsible for the insurance claims
  • Assist to prepare shortlists for new recruitments
  • Responsible for safe handling of cash & maintain Petty Cash
  • Prepare cash payment/receipt voucher
  • Prepare correspondences and communications with e.g. governmental authorities (including Tax Department).
  • Prepare documentation for and provide clear information during external/internal audit

Competence and Personal Requirements:

  • Bachelor’s Degree in Business Administration, Accounting and /or Human Resource Management
  • Minimum four years of working experience in similar positions
  • Ability to work independently, with commitment and honesty.
  • Commitment to multiple responsibilities
  • Experience in processing procurements
  • Experience in HR management
  • Experience in Cash management
  • Excellent administration and logistics skills
  • Good communication / IT skills
  • Excellent skills in organizing travel arrangements, events
  • Responsible team worker with a capacity to take imitative when needed
  • Good English skills, fluency in Khmer

The permanent contract for this position is with a probation period of 3 months.  The Administrative Officer will report to the Finance & Admin Manager. The compensation is based on FCA Compensation System and depends on prior work experience. Preferred starting date is as soon as possible.Please apply by Wednesday, 26th September 2018
