Finn Church Aid (FCA) is a significant Finnish NGO in development cooperation and humanitarian aid. FCA operates in over seventeen countries across four continents, and has 70 years of experience. In Asia, our program countries are Cambodia, Myanmar and Nepal. FCA specializes in supporting local communities in three priority areas: right to education (R2E), right to peace (R2P) and right to livelihood (R2L). We work through local and international partnerships. FCA is a founding member of ACT Alliance, a member of Humanitarian Accountability Partnership (HAP) and Global Education Cluster Working Group.

FCA is recruiting for a committed candidate for the position of Project Finance Coordinator for its Myanmar Country Office, based in Yangon, to be a part of our multi-cultural team and to further develop FCA’s work in the country.

FCA has set up its office and is in the process of registering as INGO in Myanmar and design/develop its own program. In addition to oversee the ongoing projects and current partnerships the new program officer plays a key support role in identification of new (geographical) areas for intervention and identifying suitable partners on both grass roots as national level. FCA wants a greater role and participation of government/local authorities.

Primary purpose: The Project Finance Coordinator will provide support and guidance to the READ project in Rakhine by working with the project and CO team as well as with HO and donor staff, particularly, the Finance and Operations staff with tasks related to accounting, banking, budgeting, procurements and financial management to ensure full compliance with rules and regulations of financial processes, financial records and reports and audit follow up, and implementation of the effective internal control framework.

The Project Finance Coordinator must develop professional relationships with project and partner personnel to ensure responsiveness to local needs and recognition of donor and FCA standard practices, especially with regard to procurements, travel and local employment standards.

Main duties:

  • Book expenditure into accounting software: ensure with programme staff that correct project codes, budget lines and accounts are used when making entries to QuickBooks. Assist to enter the transactions into QuickBooks.
  • Ensure updated, clear concise written project procurement procedures manuals;
  • Facilitate timely, accurate month-end closing, cash requests and cash reconciliations;
  • Support the month-end closing processes to ensure organized, complete, properly approved packages are delivered to CO in accordance with the month-end closing schedule provided by the FAC and review for completeness and accuracy all month-end accounting information;
  • Maintain control over the project filing systems to ensure complete and organized accounting files, especially with regard to original procurement documents and personnel salary files;
  • Ensure organized and complete accounting file documentation is maintained by the project and develop procedures for the systematic transfer of all required documentation to CO and HO;
  • Employ financial oversight and control mechanisms and procedures among all project partners to ensure that all program expenses are in accordance with FCA and donor financial policies, procedures and rules and regulations
  • Ensure that national partner staff are trained and supported to effective manage budget and implementation.
  • Assist FAC with fund transfer to partner organizations
  • Regular check on partner expenses and reports
  • Ensure the smooth implementation of project accounting activities, including (but not limited to): timely and accurate bank reconciliations, invoicing, monitoring of expenditure levels against budget and funding obligations, financial projections and submission of monthly financial reports to CO;
  • Regularly prepare and present financial reports, analysis, and recommendations concerning relevant financial issues to project staff;
  • Review partner spending in relation to budgets, and develop budget pipelines for project;
  • Verify accuracy and compliance of expenses and expense reporting;
  • Provide assistance with internal or external audit requirements;
  • Review all procurement actions, including procurements under grants, to ensure full and open competition to the greatest extent possible, strong internal controls with appropriate segregation of duties, adequate documentation to support solicitation, selection and best-value decisions, and full compliance with USAID regulations;
  • Identify and recommend improvements that could streamline implementation processes in the areas of accounting, finance and budgeting;
  • Scan all project documents
  • Regular monitoring and training visits to partner offices in Rakhine
  • Other duties as assigned.

Myanmar National

  • Bachelor degree in a relevant field, Degree and Diploma with professional accounting/financial management.
  • At least 3 years of working experience as a project/finance officer/manager in relevant field, preferably in an INGO environment, working with vocational education and livelihood sector;
  • Have an internal and external audit experience.
  • Good interpersonal skills, a team player as well as being able to work independently.
  • Excellent organizational and time management skills required to meet deadlines
  • Willing to travel regularly to the program’s targeted areas
  • Experience of preparing financial reports
  • Good English language both in writing and verbally is essential; knowing one of the other national languages in addition to Myanmar would be an advantage.
  • Good Experience with computer software – Ms office, skype
