Programme Coordinator, Humanitarian work

Plan International Finland is seeking an experienced coordinator to join our humanitarian team in Finland. The main focus of the position is humanitarian project development and implementation with the ECHO and Finnish MFA funding. The position involves coordinating the implementation of humanitarian projects with Plan International country offices and implementing partners, while providing technical support for project planning, monitoring and evaluation and offering capacity building assistance. The current projects are being implemented in Jordan, Ethiopia and Uganda. This is a fixed-term contract for 24 months based in Helsinki.

Key tasks:

  • Humanitarian program development in cooperation with Plan country offices, including project proposals for institutional donors and budgeting
  • Support Plan country offices in monitoring ongoing projects, data collection, reporting and analysis, including financial oversight and donor reporting
  • Designing and implementing needs and impact assessments and internal monitoring and evaluation
  • Representing Plan International Finland within the federation and external fora
  • Cooperating with Plan Finland’s communications in developing content for fundraising, advocacy and communications
  • The position requires up to 40 % of travel depending on the deployments

The Humanitarian Coordinator may also be deployed through the Plan International roster to support planning and management of a humanitarian response (in sudden onset or protracted settings) as part of Plan International’s response team. Maximum deployment time is 25 % of the annual working time. The specific duties for each deployment shall be defined prior to departure, but may include:

  • Overall management of the response, ensuring compliance with Plan International standards and the Global Strategy
  • Oversight of assessments as required, in line with Plan International’s standard tools
  • Develop response strategy, staffing requirements and master budget for the response
  • Ensure emergency activities are carried out in accordance with SPHERE and CHS
  • Represent Plan International with key external stakeholders (government, donors, UN agencies and peers)
  • Coordinate inputs into the regular sitreps and subsequent dissemination
  • Oversee the development of funding submissions, and subsequent donor reporting

Your qualifications:

  • 4-6 years of experience in humanitarian aid (some of which should be field work in a humanitarian setting)
  • A higher education degree in a relevant field
  • Strong knowledge and understanding of the humanitarian program cycle management, including planning, monitoring, evaluation
  • Strong knowledge of humanitarian accountability/quality tools (CHS, SPHERE, INEE)
  • Analytical, precise and concise reporting and proposal writing skills
  • Experience of working with ECHO and MFA Finland funding; experience with UN and private sector donors is an asset
  • Experience with stakeholder relations and humanitarian coordination in country (cluster, donors, government)
  • Thorough knowledge of children’s rights in disasters; knowledge on gender in humanitarian settings in an asset
  • Experience and the ability to work in diverse conflict/disaster affected communities in an inclusive and sensitive manner
  • Fluency in Finnish and English; working level Arabic is an asset

Additional assets:

  • Experience working in/with situations of forced displacement and/or fragile/unsecure settings
  • Experience in facilitating trainings and other capacity building events
  • Up to date knowledge of global humanitarian policy discussions
  • Knowledge of conflict sensitivity and the Do No Harm approach
  • Experience working with field security
  • Working experience from Middle East or East Africa
