Finn Church Aid (FCA) is the largest Finnish organization for development cooperation and the second largest provider of humanitarian assistance. FCA operates in around fifteen countries across four continents, and has over 60 years of experience. FCA specializes in supporting local communities in three priority areas: Right to Livelihood, Right to Education and Right to Peace. Our operation includes long-term development cooperation, humanitarian assistance and advocacy.

FCA is looking for a consultant to conduct an impact assessment on our ’Linking learning to earning’ approach.

Aiming at increasing the resilience of vulnerable communities, FCA has developed several approaches in both education and livelihoods. Among them, Linking Learning to Earning (LL2E) has played an increasing role in several countries, bridging two of FCA’s three main priority areas

The purpose of the impact assessment is to assess to what extent and how have the LL2E activities in the two selected countries (Nepal and Uganda) brought about changes in three aspects: quality of the BTVET imparted; the lives of the targeted beneficiaries; and actual linkages with working life (employment/ entrepreneurship). With both countries having implemented a selection of LL2E activities over the course of several years, FCA believes it is timely to capture what has worked and what has failed and the contributing factors in each country context.
